Harrisburg Global Academy Finances Construction of New Charter School with $27 Million of JEDA Bonds
Indian Land, SC — Lancaster County
The South Carolina Jobs-Economic Development Authority (JEDA) authorized the issuance of $27,000,000 Educational Facilities Revenue Bonds for Harrisburg Global Academy, a planned new public charter school in the Indian Land community of Lancaster County.
The charter school plans to open in September 2026 for students in kindergarten through sixth grade with plans to add one grade each year to eventually serve students in grades K-12. Proceeds of the JEDA bonds will be used to acquire land and facilities located at 1174 Harrisburg Road and to refinance existing debt.

“This project allows us to provide families in the greater Indian Land/Fort Mill communities with an advantageous school choice option while developing a campus intentionally designed to grow and evolve alongside the students it serves.”
Justin Matthews, Chief Operating Officer at Alliance Education Services, charter school consultants for Harrisburg Global Academy.

“These tax-exempt bonds provide a cost-effective financing structure that supports long-term stability for Harrisburg Global Academy while the new institution takes root in this dynamic community. We’re pleased to have had a role,” said Joe Lucas, Bond Counsel with Pope Flynn in Columbia.
“Harrisburg Global Academy will help meet the educational needs of one of the fastest-growing areas in South Carolina, as Charlotte’s suburbs continue to move south into Indian Land and Lancaster County,” said Jesse A. Smith, Executive Director of JEDA.
