Libertas Academy Woodruff Financing New School with $34 Million in JEDA Bonds

Woodruff, SC — Spartanburg County

The South Carolina Jobs-Economic Development Authority (JEDA) has issued $33.8 million of revenue bonds for Libertas Academy Woodruff to build a new public charter school in the fast-growing community of Woodruff in Spartanburg County.

The Educational Facilities Revenue Bonds will finance the construction and furnishing of a public charter school that will open for the 2026-27 school year at 497 Godfrey Town Road in the Upstate community.

“JEDA financing is making it possible for us to reach our goal of offering the first tuition-free public charter school serving grades 4K-6 in the greater Woodruff area, all at no cost to the local taxpayers.”

Keith Coones, Chair of the Board of Directors of Libertas Academy Woodruff

The school plans to add grades 7 and 8 in the two years following its first year of operation.

“This project is another example of how tax-exempt bond financing can help expand educational opportunities and support community growth. We’re honored to have helped guide Libertas Academy through the process,” said Sam Howell, Bond Counsel at Howell Linkous & Nettles in Charleston.

“We’re pleased to help facilitate the financing critical to making this vision a reality for families in the Woodruff area,” said Jesse A. Smith, Executive Director of JEDA in Columbia.
